I submit that there is no use in approaching Mr. Chater in the sense suggested by Your Excellency.
The general scheme of a road round the island would not necessarily involve the first section being made from Kennedy Town to Aberdeen if there were nothing to indicate otherwise; but the contention of the Jubilee Committee is that the subscriptions received were raised on the strength of the latter part of the third of the resolutions herein marked with a pink paper slip.
I cannot agree with this contention as my subscription was certainly not made on the strength of anything beyond the idea of encircling the island with a road; many other subscribers agree with me.
The fear is that after the money has been spent on other portions of the road, the westernmost section will be entirely dropped. Though the surveys were made the other way round, such surveys were not made until after the resolution referred to had been passed and the subscriptions had been received. It occurs to me for the first time that the words of the resolution viz:- "the first section of the carriage road from Kennedy Town to Aberdeen" are ambiguous. They may mean from Kennedy Town to Aberdeen either by an easterly or by a westerly route; but the accepted meaning is, I think, by a westerly route.
